Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the introduction of a new comprehensive peace framework for ending the war appeared – briefly – to have been defused. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of missile and drone strikes on Kyiv.
The Rhythm of Negotiation and Warfare
The sequence of opposing developments captured the harsh reality of the recent timeframe. By day, negotiation efforts are fought: positive announcements are delivered from different nations. Immense energy is expended on containing particular approaches. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the main instrument for achieving "peace".
After-Dark Attacks
As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting missile launches from enemy soil, a capacity afforded by current data. From observation points, defense planes that had been deployed to counter approaching cruise missiles roared overhead – modern combat jets delivered to Ukraine by NATO members.
Moments later, Kyiv's air-defence systems thundered: multiple launches targeted at a incoming threat. This was a advanced protection mechanism at work, presumably delivered by partner states. Every firing jolts you unexpectedly, causing tremors. The brief panic quickly transforms into resigned acknowledgment: perhaps the approaching threat won't cause damage this time, preventing destruction from catastrophe and further power outages.
Persistent Threats
Not long after, a large-caliber weapon opened up on a unmanned aircraft somewhere nearby, part of a defensive team – probably allied-provided weaponry. Regrettably, the shots failed to hit the enemy aircraft – it maintained course toward its target.
Intermittently, this continued until dawn. Kyiv faced the early updates: several casualties, devastation and heating outages in multiple buildings as a result of the night's assault. As customarily, everyone still continued their routines – experiencing conflict. But those full day encapsulated Ukraine's essential dependence on external assistance – a need that regional partners are demonstrably unable to replace in the near term.
Ineffective Peace Efforts
The comprehensive proposal from Washington sparked intense emotion, controversy and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.
Every new approach from Washington unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually win the battle. This cycle will, undoubtedly, persist.
Tactical Assessments
It is tempting to accuse particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. Washington functions according to a principle understood by international relations experts: you cannot secure via talks what you have been unable to protect through force. The White House believes that it is unrealistic to force Russia to surrender the areas that it presently holds in Ukraine's south or east.
The problem is that while recognising this factual reality, Washington does nothing to deter Moscow, through words or deeds, from assuming that the current condition will not shift further in its favour in the coming year.
Conflicting Perspectives
Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their motivation to sign a deal that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to stop fighting, but they will continue as long as Russia's government remains supremely confident in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing civilians and areas but averting a total frontline collapse until circumstances change in its favour.
Existing Situation
Realistically, there are no real preconditions for a armistice. Now, subjective factors are becoming relevant: personal goals to mediate resolution and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any proposal Kyiv finds unacceptable, so that their attention does not switch to homefront challenges. And although their mission will now be much harder after latest incidents, it remains highly unlikely that this will modify their basic position.
These two forces are driving the talks.
Assessment and Future
It took a mere seven days to eliminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on previous concepts are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to change the course of events, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, largely rely on sustained allied backing.
